Consider/Approve Bid for Special Education Bus

Background Information :

In addition to advertising, we solicited bids for the purchase of a special education bus.  Funds are available for this purchase within the IDEA ARRA Fund budget for the current fiscal year as previously approved by the Board and State Department of Education. If we do not expend these federal IDEA ARRA funds, the funds will have to be returned to the State Department of Education. We have $95,000 available for this purchase and the purchase will be expended from our FY11 budget. We received bids from two (2) companies, which are summarized on the bid request tally sheet. Individual bids were as follows:

Central States (Inline V6) – $92,583.00
Cumberland International (Inline V6) – $93,656.54
Cumberland International (V8) – $92,244.25

Both companies, and all three (3) bids, meet specifications. The Transportation Department recommends the Inline V6 since it will get better mileage and maintenance costs are not as expensive. Although the Cumberland International bid is $1,073.54 higher than the low bid submitted by Central States, due consideration must be given to service. The International bus can be serviced locally when needed, while the Blue Bird will have to be carried to Lebanon for service.

Staff Recommendation:

Taking all of the above into consideration, I agree with the recommendation of Mr. Larry Parks and recommend approval of what we consider the best bid as submitted by Cumberland International for the Inline V6 for $93,656.54.
